I’d like to echo @jdembowski in saying that you should never run WordPress on Windows Server – a lot of things dont work and many plugins arent supported. For example, pretty URLs don’t work, for one.

For anyone else who gets this error (as I did), simple enable Buddypress Extended Profile then import the csv file. You can then disable this afterwards.
