Update: Went into Appearance > Customize > Header Builder > Off Canvas and set the Header Type to Flyout and now the menu does appear. Haven’t seen this solution anywhere else so add this one to the list as well for future issues of this kind.
I have the same problem with the Google Tag Manager plugin installed the GA cookies are not blocked. So what ended up being the solution?
