I just followed what you have mentioned (Editing line 25 in file template-parts/header/header-tagline-above.php) but nothing happened. Same problem still exists.
I would like to let you know that this problem only appears when open site using Edge or IE, but when opening it using Chrome the problem is not there.
Try to open my site http://nidal.awartany.com/ using Chrome and Edge (or IE) to see the problem.
