The issue was solved after i installed the Wordfence plugin which helped to remove ‘Zend Fonts WP’ which was actually a Website Redirect Malware.

I did the changes as per your advice and now the link shows that ‘XML-RPC server accepts POST requests only.’
But even then i am unable to setup jetpack.
‘The Jetpack server could not communicate with your site’s XML-RPC URL. Please check to make sure https://technspice.com/xmlrpc.php?for=jetpack is working properly. It should show ‘XML-RPC server accepts POST requests only.’ on a line by itself when viewed in a browser and should not have any blank lines or extra output anywhere. This error is still there and i tried all the possible ways from the link and nothing solved the issue.
SO here it is the full story,
I installed jet pack and tried the first setup and got the error of xmlrpc after that i tried to turn off all plugin and setup then again i have error saying ‘An error occurred. Please try again’ so there seems to be some other problem. Actually i had a different domain name before where jetpack was installed and worked properly but after that i have remove the plugin and now the domain name is changed as well may be thats the reason for this error?
