There were no console errors and I don’t use phpMyadmin locally. A dump of the
wp-optionstable didn’t showkadence_starter_plugin_noticeat all.In any case, I found that disabling an FAQ plugin allowed the notice the be properly dismissed and it remained dismissed once the plugin was reactivated.
Another dump of the
wp-optionstable now contains(31816,'kadence_starter_plugin_notice','1','no')so it seems the FAQ plugin was preventing the database from being written to when the starter template notice was dismissed. Once the database was updated the FAQ plugin could be reactivated without affecting the reappearance of the starter template notice.Cheers

I don’t know if this is part of the problem but in the browser’s Inspector Console for the UpdraftPlus admin settings page there is a message about an empty value. It’s not a warning and I’m not sure if I should post it here.
The browser is Firefox Developer Edition.

Thanks for the suggestion. The error message remains the same.
BTW this is for a Backblaze B2 account and not an AWS S3 account.
I am adding my credentials to the S3 Compatible (Generic) settings.
