I too have the same/similar question. I am building a website for a small local governmental entity (small city) that needs a simple, straightforward solution. They want to set up a billing system that allows their residents to pay their water, sewage and garbage bills online.
A review of many of the WP eCommerce solutions has gotten me nowhere. Most eCommerce plugins are designed for online product sales.
All suggestions would be appreciated.
