Yes, I tried to switching few themes including default. Turn off all plugins and still got that message. My other websites still working perfect same hosting using same wordpress version, plugins.
Same problem with you, I got a message when I tried to customize my theme “You need a higher level of permission” But I’m using admin account. I don’t know why.

Same with me, Using 4.9.8 version and I can’t go to Customize my theme – it’s showing a message “You need a higher level of permission” But I’m using admin account. I can login on my website and my website works fine.
