I tried the above steps and it didn’t trigger.

Or is it because the form collecting the data is another plugin ?

the form I am using to collect the data is a payment form (http://goldencrossgeneralmedicalacademy.com/on-site-registration/)

All I want to do is that once the payment is successful (the page actually redirect when this happens), an e-mail should trigger a mail to the person making the payment (I believe I am to use the {user_email} here ) and I am also to get a copy as well.

this is my setting so far on your plugin:

Trigger: user registration
Recipients:
type recipient
Email/Merge tag {user_email}

type recipient
Email/Merge tag my admin email
