I figured out how to fix this. I am using a fusion building for the page and I had the shortcode in a “code block” build element. When I took it out of this code block, it works correctly now. Thanks for your help!
All checkboxes for bootstrap were unchecked. I tried checking each one separately as well and none of them fixed the problem.
