GOT IT WORKING.
Turned out it was a corrupt sql file. Not sure if it got corrupt unzipping it, or uploading it, but, when i dropped all the tables in the db file and reimported from a new unzipped copy, the site is now working fine.

Yes, its activated. Sorry took so long to reply, but, i’m busy with other projects, still this needs to be taken care of quickly.
I’ve been trying to get this set up off line using XAMPP, to test if the sql file was not corrupt, but, i have not succeeded in getting it running locally yet. I am having the previous web tech send me another zip file of the site just to be sure.
