Answer to my own question: This is a word press addon specifically for postie. You use the wordpress admin add on to add this word press addon and it is used by postie. There is no postie setup admin for adding postie addons. Not obvious.
My regex IS in the prohibited usesrnames setting field. It is NOT working. I am asking, please, why is it not working.
