You can close this issue. Since I backed off to the previous release and then upgraded (for a second time) to 4.5.0, the original problem went away. This is concerning in that I worry about future upgrades. At this time though, I think I just have to wait and see what happens with the next upgrade. Thank you for your help. This issue can be considered closed.

I am using WordPress version 6.9.4 and PHP version 8.3.30 (Supports 64bit values).
I wanted to share an update on my end, along with a follow-up question.
Before our exchange, I had already downgraded to version 4.4.11, which resolved the problem, the PDF toolbar was functioning normally again. After our discussion, I upgraded back to 4.5.0 with the plan to create a fresh EmbedPress PDF block and compare it to my existing ones. Before doing that, I checked the original page first, and to my surprise the toolbar was working correctly again. I’m not sure what changed, but I’m relieved, recreating blocks across 150 pages was not something I was looking forward to.
I did notice something in your demonstration video that I’d like to ask about. In the video, at least one page shows a notice that reads “Block contains unexpected or invalid content. [Attempt recovery].” I see this same message on my own pages, always associated with EmbedPress PDF blocks. It doesn’t appear to affect the front end that visitors see, only the admin editing view, so I’ve been ignoring it.
I tried clicking “Attempt recovery” once a while back and it did not go well, the page was corrupted and I had to rebuild it from scratch. Since then I’ve left it alone.
Could you explain what causes this message and whether there’s a safe way to address it? It’s a persistent concern in my admin view and I’d like to understand it better.

I’m glad to hear that no free features were removed in 4.5.0. That means the issue must be specific to my environment or configuration. I’ll review your video carefully and do some further investigating on my end to try to identify what’s causing the discrepancy.
