We encountered this with a custom theme with ACFs. It was not possible to save a page with the same error as OP. We’re running WordPress 6.6.2.
Adding the footnote block in the RTE allowed the page to be saved. We were then able to delete the footnote and save the page again.
We have no evidence that footnotes have ever been used on this site.
We have recently encountered this and we use binary logging for db replication so cannot turn this off.
This also logs an error to the PHP error log.

This issue appears to be because The request made to react-dom.min.js has the version number appended of 17.0.1:
react-dom.min.js?version=17.0.1
However the file version required is 17.0.2. Any caching such as Varnish would not return the correct file due the cached request
