It is kind of Bidding on products. Bids will always be higher than the sales price. I want to allow the customers to bid higher. Is it possible ?

Can you please enable those settings for me in my Admin panel?
Basically, what I want is: suppose a product’s sale priec is $100 and some user wants to make an offer on that product. But if he enters the offer price in pop-up that is less than $100 then it should be declined automatically because I want to accept that offers with the price greater than product price.
I checked in admin settings under Tools but there I am not able to mention product cost price dynamically along with where condition. That accepts only some statis numeric values. How can I use dynamic price in admin settings ?
