After speaking to my hosting company, the reason is caused by Mod_security rule.
switching it off via cPanel resolved the problem !!
I pulled this log from Chrome developer tool, not sure what it means.

I have just manage to tried uploading a fresh download copy of WordPress 4.4 and upload as instructed. sadly doesn’t solve the problem ….
