This has been resolved by re-installing wordpress (export / import of wordpress was not capable of adding the media entries but a SQL dump did the job)
compared the wp-config.php and wp-settings.php files but they are the same, any idea where i should look

I’ve checked, the test environment has more plugins installed, reproduced to only activate the plugins active on the live environment.
On the test environment i get the error message “You attempted to access the “test” dashboard, but you do not currently have privileges on this site. If you believe you should be able to access the “test” dashboard, please contact your network administrator.”
This message i would love to see on the live environment.
