@jigneshmpatel We were using your plugin, but it didn’t work, which is why we’re now trying out different plugins—though none of them have worked so far either.

@jackshao1981 We’ve been able to narrow down the problem further. It only occurs on Android devices in the Chrome browser. The Samsung browser works, for example. We’ve also tested various buyer and seller accounts, and the problem persists.

We checked your hypothesis against our server-side logs: the WC customer/session country remains DE for every single shipping request, and the server correctly returns “free shipping, 0 €” every time—including for the requests PayPal later shows as “cannot deliver.” So the country isn’t being changed; the server is responding correctly.
