You can set format in Settings->General to numerical or custom. Unfortunately month will always be in English because this is how PHP converts it.

In my timezone publish time is 11:04AM.

Can you set your timezone (not offest) because UTC offset WordPress offers can’t be parsed with PHP’s DateTime function.Select from list something your timezone and it should work fine.

I added default values so this won’t be a problem anymore.

I removed date time format option from widget. Date & Time is now formatted based on value in General Settings.
