This problem was not a plugin, but a configuration not wp-config.php

I used the pluguin you recommended and it worked perfectly. I was able to import 10 users for testing.
Problem is when following the guidelines of Nastia, the 10 new imported test users are not appearing in Bulk Actions from Membership 2, only users already registered in membership2 appear. Only this step is complete.

i find settings -> membership -> Anyone can register -> uncheck boxand Registry option left.
