Last night I finally gave up on Multisite, and just did a separate install and had it up & running in 5 minutes. Problem solved.
For users with Windows hosting, Multisite is just too much of a pain in the ass. I don’t know anyone who has time to read forums for days or weeks trying to get the thing to work.
I might try multisite in a later version when the bugs are worked out.
