Click on the + icon > search for ‘Section’ in the pop up or go into the Layout Elements section.

I am able to make a reusable section block by adding it as a new block directly in the reusable blocks CPT. When trying to add it to a page it says: “This block has encountered an error and cannot be previewed.”
