The field where you can choose a group allows you search for the desired group. You can input one or more characters to reveal and choose any of the groups on your site, the choice is not limited in that sense.
What is limited is the number of groups that are offered initially in that field, as you report, you can see the first ones in alphabetical order but you can choose any of the groups you have.

However, I find the display limit of 50 for the first groups rather low, so this is something to consider for an update.

Not directly, the migration must include the full dataset.

I would recommend against reverting to a previous version. If you need help with adjusting the CSS for your site, you can use https://jobs.wordpress.net/ or any freelancer site so someone with the expertise can help you style it to your liking.

There have been substantial changes in structure and styles for which I would recommend to review the new HTML that is used and the styles defined https://github.com/itthinx/decent-comments/blob/3.0.1/css/decent-comments.css – you can use that as guidance to override those in your child theme’s stylesheet

I would recommend to use the previous version as you’re already doing and then simply adapt your current styles to the new layout in 3.0.0. The new layout is more sensible than the previous one and easier to handle, based on grid layout.

The trunk and 3.0.0 don’t contain that file, I guess that is an inconsistency in the checksum tool which cannot be fixed with a patch. The sources in https://downloads.wp.xz.cn/plugin-checksums/decent-comments/3.0.0 point to the trunk and 3.0.0 tag but the file is not included in them even though it appears listed in the checksum list.
