That link is about “using permalinks”… nothing on that page explains whether or not a link will be “broken” if you change the post category, or change the individual permalink.

go to Appearance | menus
at top right you’ll see a tab called “screen options” click on that… then in the drop down group, you will see “Show advanced menu properties” – check the “Description” check box.
