This site is using a block theme, so there is no
header.phpfile available.Given that, what would be the best way to troubleshoot this kind of theme?

PavelThanks for the detailed steps. I went ahead and followed them on both our production site and our sandbox site. Unfortunately, both environments still fail at their respective issue in the setup flow.
I tested everything exactly as outlined: incognito Chrome session, Health Check & Troubleshooting in place, only Site Kit enabled, and then attempted setup again. The result was the same in both cases.
Let me know what you’d like me to try next, or if you want me to share the private support transcript from our hosting provider at this stage.

I have created a sandbox site, and disabled the Jetpack plugins. I am now unable to setup Google Site Kit. Here’s the message I see:
Would you like me to provide a login as well as the URL to the sandbox site?

Pavel@adamdunnage, I turned off all caching, CDN, and minification settings, however the tag still is not being applied. Could you point me to any logs or suggest additional troubleshooting steps? I am happy to run tests or share more details.

I have tried checking if the Google Analytics tag gets added in troubleshooting mode with a default theme and only Google Site Kit activated, and it doesn’t appear in the source code.

Points 1 and 2 have been addressed in the private form. Regarding Point 3, I do not see any errors when editing Analytics settings within Site Kit.
