That is not correct. We tried with direct admin users. We do not have any user role manager plugin installed. Also, we tried deactivating all other plugins and changing the theme.
As mentioned in the OP, we are using the latest Version 2.2.2. Issue remains.
I should mention that I also tried deactivating all other plugins and changing the theme to a default WordPress one.

For the record, the issue was happening because individual bargain price was not entered for each variation.

To confirm, you are using the default Woocommertce variations? No other variation plugin, right?
