Switching the theme fixes the issue. Will try and find the problem in the theme.

I did a
system status > tools > Clear all sessions
but when I refresh the cart, the product i added is still there and the problem still occurs

No there isn’t any custom code in the footer.
I had installed this plugin which might have been causing the problem?
