If you attribute the posts to a Contributor, you should start receiving those emails.

It sounds like your contributor submitted an article that was published immediately, without going through moderation. My plugin does not deal with the workflow, it just sends an email to the admin when there is a new post awaiting moderation, submitted by a contributor. Since in your case the article was published immediately, there was no email.
