Thanks for your answer and your explanation!
As there is no dedicated user interface for the question bank, its a litte bit confusing, that if you remove a question from one quiz, it get’s deleted for all quizzes.
Would it be possible to implement an additinal remove from quiz button? Or as an alternative: check, if question is used in another quiz, and delete it only from question bank, if it isn’t used in a quiz anymore?

Don’t know, if you have noticed that setting, maybe it helps:
Performance -> General Settings -> Miscellaneous: Uncheck “Use single network configuration file for all sites”
