Editing woocommerce-functions.php is not a best practice. Any edits will be overwritten by Woocommerce updates. Here is a method for changing the Continue Shopping button behavior that works by adding code to your theme’s function.php:

Setting the redirect to the full URL thank you page with a redirect time of 0 cleared up the 404 error.

I’m running a fairly generic Genesis child theme and I don’t believe there are custom post types. I’ve tried to switch to a custom redirect page, but still receive the 404 before redirection. The 404 page has the same URL as my form page with the addition of #FSContact2 at the end. (The form I’m testing is form #2).
