The requierements are a little hard to understand (at least for me).
But I’m sure you need Content Views Pro. Using a shortcode, you can display categories, exclude some, limit the number of posts displayed, etc.
It’s commonly used in clusters. For example, in mining news portal Quellaveco, it’s used Content Views Pro to compose a grid with Featured News, Last News and Opinion. In Last News is excluded Featured News since a post can have both categories.
