Try adding the URL encode to return URL as well. You can notify your clients of the issue ie. “PayPal is facing issues with cancel URL. However ordering procedure should be working. Please report if you face any issues.”
I see cash inflow more important than canceling an order.
Same here – lost 10 clients whee.
