One more requirement for PermaLinks: in your Apache config file for your site be sure to include:

<Directory />
  Options FollowSymLinks
  AllowOverride FileInfo
</Directory>

This fixed things for me (see http://codex.ww.wp.xz.cn/Using_Permalinks)
