ok..search PLug in – Checkout Field Editor for WooCommerce free version will work
Go to Woocommerce in your dashboard. Checkout fields > edit or add billing_phone > tick checkboxes ‘required’ ‘enabled’ etc. In Place holders add text to your liking that you want visible during checkout in customer phone number add box. ‘ example “add you phone number here in case we need to contact you about your order”
Drag phone number section using mouse ( left click hold) under email or wherever you want using the ‘sort’ in far left column of billing fields (first name, last name, address etc).
Dont forget to Save changes.
