I have the same problem as jonp, and getting the same error message:
“Unable to create directory … public_html/wp-content/uploads/2006/08. Is its parent directory writable by the server?”
To make the parent directory (which I assume is either Uploads or wp-content) writable by the server, is that something I do via WordPress or rather directly with the software/service hosting my webspace?
