Samuel, can you please tell us how to combine those operations? Once I see that message, how long until I can try again? If I try again, do I reset my throttle?

I’m trying to get our broken plugin re-submitted but I’m getting the following:
```
svn: E175002: Commit failed (details follow):
svn: E175002: Unexpected HTTP status 429 'Too Many Requests' on '/!svn/rvr/123123/our-plugin/trunk/our-plugin.php'
```
I’ll continue to wait, but I believe this process should be improved by making the throttle less stringent, and clarifying the throttle somewhere.
