Oh, only if all consents are Required!…
If all consents are required: Settings -> Save settings => Refresh (it is not necessary) and consent bar appears in the new page.Because all the page content is visible when the consent bar is active, many visitors ignore the consent (!). That’s why I set my consent for StatCounter code to required. Otherwise, visits are not recorded…
I consider the issue has been resolved, please if you can keep in mind for future updates:
No refresh if there are only required consents,
A way to make consent more visible.

And sorry for my English… 😀I use Autoptimize https://ww.wp.xz.cn/plugins/autoptimize/ and I delete cache. No caching plugin.
My first problem was compatibility with NS Slidebar https://ww.wp.xz.cn/plugins/ns-slidebar-sliding-panel-sidebar/ who use z-index: 999…etc…999. I change it to 9999 and custom css :div.wpgdprc, div.wpgdprc-consent-bar { z-index: 9999999999; }. Working now.
But when I press Settings and Save settings, the consent bar still appears after page refresh. This is the way it works, not only for my site… Must press Accept in the consent bar to disappear.

If I press Settings, then can’t close the popup window by pressing X from corner. If I press Save Settings this work but the consent bar still appears.
