As I can now confirm, it has to do with the fact that since WC8.3, the cart and checkout page are now based on blocks. This breaks the whole action and hooks principle. In short, the hooks mentioned above are no longer available in the blocks version. I would be very interested in how the blocks principle offers the possibility to extend or enhance the cart and checkout page. Documentation for developers on that is very thin at the moment. For now I am reverting back to the traditional cart page based on shortcode.
