Same exact problem. I notice that in order to get the visual toolbars to show up I have to click on the html tab, then back to the visual tab.
Setup is as follows:
WordPress ver: 3.3.1 (local pc installation)
wysiwyg-widgets ver: 1.2
current page/post editor: CKEditor 3.6.2
