Downloaded a clean version direct from ww.wp.xz.cn. As soon as I activated it the problems began. Noticed that it was blocking my access from my static IP address as I received a notification email about blocking my IP address.

To put it simply, WTF is going on?

Discovered this problem shortly after upgrading to WP 2.7. Tried the various solutions provided. The one that works was deactivate plugins and test each individually.

The culprit for my installation was the WordPress Tweaks plugin.
