Studipress support helped me out:
This is an issue with W3TC and you will need to to set Minification settings to Auto, not Manual in the plugin settings.

Problem solved.
Checking “Hide URL language information for default language” solved my problem.
Smooth scrolling works now, for all languages, not only the default language.
I have the same problem with smooth scrolling on Altitude-theme (genesis framework). Did you find a solution?
