I don’t love adding another plugin to the mix, but this works. We can stick to our workflow and then simply assign any additional role(s) a particular individual needs.

Our workflow is such that users are added first as Employees, instead of taking an existing user and upgrading them to be an Employee. This allows us to avoid any custom registration flow on this protected site.
Something I’m going to try is this plugin: https://fr.ww.wp.xz.cn/plugins/multiple-roles/ which would allow us to assign an Employee an additional role to enable extended capabilities outside of what they’d need for WPHR.
