I am also getting the LastChange date for my homepage of 1999-11-30 00:00. Unlike some of the other people who have posted in forums, my homepage is not set to a page. You can view it here: http://pnsolutions.net/sitemap.xml . Any help in this area would be wonderful.
In order to have an anchor work, you must link to it, like this:
<a href="#foo">Foobar</a>
