I checked the response headers and I see:
x-litespeed-cache-control: no-cache
So the page does not appear to be cached, but the transient error still occurs when LiteSpeed Cache is enabled.

I tested the beta build you provided.
Results:
LiteSpeed Cache enabled + beta build → the error still occurs.
“No transaction info found in transient” appears after returning from PayPal.
Checkout works normally when LiteSpeed Cache is disabled.
Test performed with:
OceanWP theme
Ocean Extra plugin
WP Express Checkout
I also tested without coupons and with a direct $1 price.
The issue persists whenever LiteSpeed Cache is enabled.
