I think when filter returns NULL (because of RETURN) instead of a list of available addons that is a breaking feature.

In my case, it breaks store api addons validations.
plugin: product addons v8.1.2
file: includes\class-wc-product-addons-cart.php
Method handle_store_api_add_to_cart_request() uses WC_Product_Addons_Helper::get_product_addons() to get and parse addons from the REST request. But because of your filter, it receives nothing and does not validate and parse addons.

Please take a look and fix it.
