I am having the same issue. I cant turn it off, even if I delete the plugin altogether and clear the browser cache. wp-login doesnt work either, unless I try to access via wp-admin, the redirect only then brings me to a login screen. I am not using a caching plugin. I would appreciate some guidance. Thanks in advance!

With the plugin deactivated, I can now see the website, but when I attempt to login, I an still being sent to the under construction page, If I delete the plugin altogether, only the skin disappears, but the message is still active when I attempt to login. mysite/wp-admin gives me a redirect to the login screen, but mysite/login or mysite/wp-login still routes me to under construction. Thanks!
