i delete all lines in area of OPcache inside the php.ini
now it works.

sure i know. localhost is only accesable from home. from my local pc.
thats not the problem. the link shows you only how my path looks like.
a friend tells me i should look inside the htaccess file. i will gife it atry.

for the moment i did it with xampp.
but i surprized my updates not visible in the side
