This was the problem indeed, I added wp_footer hook the the theme and it works.
But when I press the Accept button I receive an error (Firefox and Chrome):
ReferenceError: gtag is not defined
In my case the message is displayed only on the mobile version of the site, which is generated by WPtouch plugin.
