The plugin “Permalink Manager Lite” was what was causing the problem.

That option isn’t there. The options are “plain, Day and name, MOnth and name, Numeric, Post name, Custom structure”. The current selection is post name. I changed it to plain but then nothing work. Menus, pages, etc. So I changed it back to post name.
