Thank you, Shahin! I was able to update my PHP settings on the WAMP server with your recommended settings. The Ocean Extra plugin is now installed successfully.

That makes sense, that the filesize issue is at the server and not just WP. I’ll try the settings for php.ini you suggested and get back to you.
