We have tried to create an order with variable products(both Chinese and English) but cannot hit the issue.

Let me clarify the suggestion, do you mean when the order reaches the value defined in “Locker/Store List Minimum Checkout Amount for Free Shipping”, you prefer to hide the shipping price instead of showing the $0?

If it is the case, yes, the fix will be included in the next release.
